CHARACTER SERIES: Judge Dredd

His characterization is largely taken from the comics and Wear Iron by Al Ewing, and only some small elements from The Third Law by Micheal Carroll. Canon point is before his criminal activities were discovered.

Fourthwalling: Yes. Although if you reveal that you know anything about his less-than-legal activities, he will not react kindly.
Offensive subjects (elaborate): No specific subjects come to mind.

Flirting with this character: He might flirt back, he might not. He's technically not allowed to humor this behavior, but Rico harbors a certain disdain for the concept that he's not allowed to do anything.

Warnings:
  • Police states, fascism: Rico is part of a totalitarian government which enforces an extremely strict law to deal with a high crime rate, relying on individual "Judges" to instantly convict and sentence people of crimes on the spot. This is obviously pretty fucked. There'll be some rhetoric spouted that's highly flawed on the subject, and while Rico hates the system, he still has abused his position to get away with awful things.
  • Violence: He also uses excessive force against criminals, takes bribes and sets up extortion rackets. He only engages in this behavior when he knows he can get away with it, and otherwise acts like a normal Judge, if a little weird and prone to laughing.
  • Military use of children: Cloned and raised from birth within the Academy of Law to become a Judge.
  • General legitimate assholery: He can be a giant bully. If your character antagonizes him (and he has very low standards for what constitutes 'antagonizing'), expect at least some hostility and nastiness. Or he might be nasty for no reason at all. Tell me if you'd prefer to opt out of this kind of interaction! He can be tolerable at times too.
  • There's a tiny possibility that he might also try to hit on your character, if they're what he considers attractive. He won't really take it any further than vague flirting if they're not receptive though.
  • Capital punishment, summary executions: Mega-City One has laws that involve capital punishment for some crimes, and Judges are allowed to use lethal force in certain situations. Rico has killed people who were surrendering. He's also carried out summary executions as a child in the immediate post-apocalypse.
  • Mental illness: He has some mental health issues, anger issues, and behaves erratically.
  • Suicide ideation: Nonchalant about the prospect of his own death.  May have some vague thoughts or mentions of suicide in internal monologue. It's also implied in canon that he was trying for a suicide-by-cop from his brother by provoking him to kill him.
  • Nuclear weapons and fallout, trauma: Rico lived and served through the Atomic War at a young age. Most of the world turned into a nuclear wasteland - Mega-City One managed to deflect most of their nukes, but there was chaos and rioting in the streets, administering on-the-spot executions for looting and crimes, etc. He observed some seriously fucked up behavior from people during this time, but graphic details or mentions are unlikely to come up normally. 
I know that's a long list of heavy stuff, and I completely understand if you have no desire to tag, be tagged, or engage with any of the material that deals with all this, so leave a comment here if you want to opt out of any aspect of it, or his character entirely! Screening is on.

TIMELINE REFERENCE

 This post is mostly for my own reference.

TIMELINE

2064: Clones are created. Eighteen months to gestate to 5 years.
2066: They enter the Academy of Law.
2070: The Great Atom War
2079: Rico Dredd and Joe Dredd graduate from the Academy of Law.
2080: A quick overview of his year on the streets stitched together from canon materials with a helping of personal liberty. Italics is canon, but unknown timing.
  • Jan - Started on the streets.
  • Feb - 
  • March - 
  • Apr - Met Evan Quasarano's family.
  • May - 
  • June - Relationship suspected by Kenner. Cuts contact with Q family, backslides into emotional instability. Started taking bribe money.
  • July - Kills Kenner and makes him suffer. Getting away with that makes him realize that the Department is not omniscient. Encourages him to ramp up his behavior.
  • August - Mental state deteriorating. Expanded blackmail and bribe network.
  • September - Has the funds for a lux-apt by this point.
  • October - The events of Wear Iron. Plotted to steal several million creds. Created a human bomb, instigated a riot, and killed a Judge. Taking larger risks, becoming more careless with criminal activities. Contemplating allowing Joe to find out.
  • November - Completely reckless behavior, throwing around his money in his clone's face and being openly drunk in his presence.
  • December - Caught and sentenced to 20 years of hard labor on Titan.

POWERS: Empathy / Travel through reflective surfaces & limited intangibility / Movement mimic

1. Mild empathic abilities. He can sense the emotions in a target, and feel strong emotions from a person or a crowd. He's not entirely unaffected - sensing extreme emotion may mentally overwhelm him and cause him to feel it himself.

He can't make up emotions in people wholesale; Rico cannot induce emotions that don't already exist in the target at the moment, and can only encourage already present ones. And if the target is aware that his powers are being used on them, they're capable of resisting the effect through focused mental effort, to varying degrees of success. And on some occasions, his powers may simply not work at all.

2. Illusionary form. Can teleport through reflective surfaces by 'entering' them to move to another one within 20m of each other, and become intangible. He can only do this at most an hour spread across a day before he is too fatigued and unable to transform, and any amount of significant pain (e.g. cut deeply, getting hit by a big stick) would disrupt his concentration and render him unable to go intangible.

Turning intangible takes a very particular state of mind for Rico. With enough practice, he might be able to use it more finely, but for now it's a very rare happenstance. Can't really seem to use them outside of combat situations.

3. The ability to 'pick up'/mimic the mannerisms, actions, and movements of another person. Powers are unable to be copied, and he's limited by his human body capabilities.
